Why winter rain is a plumbing problem in National City
San Diego County gets dry summers and most of its annual rainfall in a short December–March window. In National City specifically, three overlapping factors turn a normal rain event into a plumbing emergency for people who did not prep:
- Sweetwater drainage system — Sweetwater River, Sweetwater Channel, Paradise Creek, Paradise Marsh, Sweetwater Marsh National Wildlife Refuge. Heavy rain surcharges the drainage, and homes adjacent to the system see elevated sewer-backup risk.
- Low-lying bayfront neighborhoods — Marina District, Tidelands, Harbor District. High water table under slabs combined with storm surge during big events means crawl-space moisture and basement flooding.

The 10-minute pre-season checklist
Three weeks before the first forecast storm:
- Clear all exterior cleanout caps of debris. Make sure they can be opened. Mark them with paint if you cannot easily find them in rain.
- Walk the roof perimeter — gutter leaves, downspout blockages, overhanging branches that would drop needles into gutters mid-storm.
- Check every ground-level floor drain (garage, laundry, sometimes bathroom): pour a bucket of water through to verify it drains. A slow drain today is a flooded floor during a storm.
- Check your sump pump if you have one. Many South Bay crawl spaces have one from a prior moisture issue. Test it by lifting the float manually.
